PATRICIA SCHROEDER (D-CO) argues that E.R.A. is necessary because existing laws aren't doing enough to promote GENDER EQUITY. Rep. BARBARA MIKULSKI (D-MD) argues that EQUAL RIGHTS AMENDMENTS in the states have a positive impact in getting economic rights for homemakers. Rep. BARBARA VOCANOVIC (R-NV) argues against E.R.A., disguises her objection on procedural grounds. Rep. HAMILTON FISH JR. (R-NY) says the thinks the E.R.A. is an example of DEMOCRATS trying to grandstand for the voters without regard for the importance of the Constitution. C/S TIP O'NEILL debating, dares REPUBLICANS to vote against E.R.A. and try to justify it on procedural grounds, says that voters will think REPUBLICANS oppose WOMEN'S RIGHTS. Gets cheers from DEMOCRATS. 09.23.23-ROBERTS-WOMEN'S GROUPS plan to push the E.R.A. in 1984 and work to get opponents of E.R.A. voted out of office. DUKE intro report on CIVIL RIGHTS COMMISSION, Congress voting to keep the agency and limit REAGAN'S ability to control the Commission. C/S Sen. ARLEN SPECTER (R-NJ) in studio, introduced by Duke. SPECTER discusses the changes, says that REAGAN was trying to fire Commissioners and replace them with handpicked successors undermining the independence of the Civil Rights Commission. SPECTER says the battle for CIVIL RIGHTS is still going on, and it's important that Congress show its commitment to CIVIL RIGHTS. SPECTER says that REAGAN will not get as much of an ANTI-CIVIL RIGHTS image as his critics hope, REPUBLICANS have a task to overcome a reputation of indifference to CIVIL RIGHTS, although he argues it's not historically true. SPECTER says that REAGAN'S policies don't help the REPUBLICANS in Congress to look strong on CIVIL RIGHTS, given REAGAN'S busy schedule, some authority for CIVIL RIGHTS should be passed to Congress. JIM MOODY (D-WI) says the DEFICIT is serious problem. Rep. JIM WRIGHT argues that the real DEFICIT villain is REAGAN, who won't reduce MILITARY SPENDING-"It's not BOOKS that are causing the deficit, it's BOMBS". Rep. SILVIO CONTE (R-MA) debating, jokes animatedly that the FRESHMEN DEMOCRATS are nanve to think that they can protest the DEFICIT and then turn around and vote for more spending. Rep. BILL RICHARDSON (D-NM) says he's not being pushed by the party leaders. 09.34.13-Rep. JIM SHANNON (D-MA) in office, says the Freshmen's ploy was "simpleminded" and ambiguous. Rep. MORRISON says that more senior DEMOCRATS are just surprised to see that the Freshmen are serious about the DEFICIT. Rep. KAPTUR says it's important to keep campaign promises.

09.35.01-DUKE-In Senate, CONSERVATIVE REPUBLICANS tried to defeat a bill to raise the DEBT CEILING, which eventually passed, allowing the Government to borrow to keep running. WERTHEIMER reports on central role of BOB DOLE in BUDGET DEBATE, with DOLE trying to work out compromises to LOWER THE DEFICIT. 09.35.56-DOLE in office, says the DEFICIT is a major gamble to continue, the country can't wait to cut the DEFICIT. Discussion of the divergent opinions on TAXES and SPENDING PRIORITIES that complicate the debate. DOLE insists that CONSERVATIVES will be willing to take some TAX INCREASES, they have to understand that the DEMOCRATS in the HOUSE will not accept too many SPENDING CUTS. DOLE hopes there can be a middle ground between TIP O'NEILL and RONALD REAGAN'S positions. The public wants lower deficits. BUSINESS would prefer SPENDING CUTS to TAX INCREASES, but is willing to pay TAXES to cut the DEFICITS-as DEFICIT grows, loans to the Government could keep business from getting needed capital. Discussion of prospects of passing a DEFICIT REDUCTION BUDGET. 09.39.42-WERTHEIMER-The HOUSE is not likely to pass tax bills. Discussion of DEFICIT, DUKE says that even at rate of $1 MILLION per day reduction, it would take 500 years to balance the budget. 14.05.36-DUKE-intro summary of the 1983 session, introduces Norman Ornstein to comment. Discussion of the session: IMMIGRATION REFORM and WOMEN'S ISSUES didn't really get resolved, nor did DEFICIT REDUCTION. APPROPRIATIONS BILLS got passed, including the LARGEST DEFENSE BILL IN HISTORY. DEFICIT REDUCTION failure a bitter remnant, but early in the year, SOCIAL SECURITY REFORM was a major achievement, and Congress did force REAGAN to acknowledge the validity of the WAR POWERS ACT. Congress has taken the step of granting itself power to reconvene during recess, ordinarily reserved only to the President, out of fear that REAGAN might instigate military action during the recess. Discussion of Congressional tension over REAGAN'S foreign policy, however, Congress gave REAGAN almost everything he wanted on FOREIGN POLICY anyway. Domestically, Congress restored some past budget cuts, but didn't add new programs or spending. Discussion of new faces and retirements, with HOWARD BAKER having some trouble as a lame-duck majority leader. 14.09.54-discussion of probable agenda of 1984 session of Congress, complicated by the fact that it's election year-Members will spend a lot of time in home districts and researching DEFICIT ISSUE to decide the best stance to take on TAXES, SPENDING, and DEFICITS.

An Agricultural Committee staffer says that food is integral to LOBBYING because it makes lobbyists less annoying to the Congressmen. ROBERTS v.o.-this banquet is to lobby for a resolution that makes CHILI the national food. A CHILI advocate explains the bill. A congressman says (I think only half-jokingly) that he'll give it the most serious consideration. Shots of Congressmen chowing down on Chili. Rep. WES WATKINS (D-OK) says he ran in between votes to scarf down some chili. Shots of LOBBYISTS dishing out grab bags of different chili brands to Congressmen. Commentary by Otis Pike on TV COVERAGE of Congress-TV isn't suited to the unpredictable events in Congress which aren't scheduled. ROBERTS v.o.-the grandparents were less than successful in convincing EAST that grandparents' visitation rights should be the subject of federal law. C/S the grandfather testifying that his child moved to a jurisdiction where the courts did not recognize grandparental visitation rights. 20.12.21-A grandmother pleads for a federal standard of grandparental visitation rights. Sen. CARL LEVIN testifies that he thinks Congress should produce guidelines, not to bind the states, but to show that Congress is concerned with Grandparents' rights. C/S a Grandmother testifying that grandparents are important to provide kids with continuity in their lives. ROBERTS v.o.-eventually, Sen. EAST was convinced that this kind of resolution would not be "government meddling" or interference with States' Rights. C/S Sen. EAST, says the proposal is reasonable and modest, he's gained insight from the hearings.
