20.06.21-ROBERTS-the AIRLINE INDUSTRY problems have led to a loss of interest in other forms of DEREGULATION on Capitol Hill. DUKE-intro. Report on INTERNATIONAL MONETARY FUND and political controversy about the fund. WERTHEIMER-the IMF loan bill is being held up by electoral politics-after deferring to REAGAN'S request to support the aid bill, DEMOCRATS found themselves under attack by REPUBLICANS. 20.07.32-Clip of REPUBLICAN ATTACK AD showing large BANK BUILDINGS and attacking TIP O'NEILL for trying to force the public to contribute through the IMF to "Communist" countries. WERTHEIMER-discussion of REAGAN'S effort to lobby HOUSE DEMOCRATS to support the IMF bill. Rep. ROBERT MICHEL in well, asking Congress to support the bill. C/S Rep. PHIL GRAMM (R-TX) advocating his amendment to prevent IMF funds from going to "Communist" countries [never mind that an IMF loan is a virtual indenture to the Western system and that DENYING IMF aid is a surefire prescription to get a poor country to seek U.S.S.R. aid]. C/S letter issued by REPUBLICAN CAMPAIGN COMMITTEE attacking DEMOCRATS who sided with REAGAN for "supporting Communism". 20.09.22-C/S Rep. HOWARD WOLPE (D-MI), says the charge is ridiculous because it implies that REAGAN was also "voting for Communism". WERTHEIMER-the letter was sent to newspapers in Congressmen's districts and even to campaign donors. C/S Rep. TONY COELHO says that accusing members of being "Communist sympathizers" is not within the limits of acceptable politics. C/S Rep. SILVIO CONTE (R-MA) pledging to work to amend the slander to the DEMOCRATS who voted for the bill, calls the charges McCARTHYISM in it's lowest form. C/S NEWT GINGRICH in office, says the wording of the press release was "a little tough" but not wrong on general principle to call out members for "aiding Communist countries" [of course, that definition seems to only apply to DEMOCRATS]. Rep. COELHO says that charges of "Communist sympathizer" are unacceptable. 20.11.16-C/S GINGRICH, says that the "hyperbole of the 'left'" is always acceptable, lists some "examples", says that REPUBLICANS were just telling the facts. C/S Rep. CONTE, says that the move is tactically inappropriate and will hurt REPUBLICANS in their efforts to forge compromises with the majority Democrats. C/S a letter from the attacked Democrats, asking REAGAN to publicly defend their votes. Rep. WOLPE says that it will take REAGAN'S strong effort to defend the Democratic members to get them to side with him on the IMF issue again. Rep. CONTE says that a simple photo-opportunity would do much to ease the tension. C/S GINGRICH says REAGAN does owe something to the DEMOCRATS who took heat for him, but he has to be careful. Rep. COELHO says REAGAN is caught between the Right Wing and The Right Thing to do. Shots of a REAGAN address to a large gathering of dignitaries. REAGAN asserts that the IMF LEGISLATION is appropriate, urges BIPARTISANSHIP, but doesn't single out the REPUBLICANS. C/S TIP O'NEILL says that REAGAN'S response to the REPUBLICANS' tactics is inadequate, and DEMOCRATS aren't satisfied.

20.14.36-DUKE-No resolution to this battle in sight. REAGAN has revised ARMS REDUCTION proposals in response to efforts of powerful members of House and Senate. Shots of REAGAN giving press conference on White House lawn. REAGAN says the U.S. will urge a "build-down" to promote smaller but more modern NUCLEAR ARSENALS [great-we end up with the same number of warheads but we have to piss away billions of dollars! Swell idea!]. Says REAGAN is looking for ways to build "Bipartisan" support for his ARMS CONTROL plans. DUKE-the major advisors to REAGAN were the Congressional "Gang of Six", advocates of "build-down" strategy. One is Sen. WILLIAM COHEN (R-ME). 20.15.46-Discussion of national sentiment on ARMS CONTROL. COHEN says there is a developing consensus, names some strong pro-defense Senators as influential (Sam Nunn and Norm Dicks, from Bomber Country, Al Gore from Nuclear Research Country- they all think we need new NUCLEAR WEAPONS...). DUKE asks about REAGAN'S evident change of heart to endorse a reduction plan, says REAGAN personally was never opposed to "build-down", but the State Department and Pentagon had reasonable objections that have now been met through long study. Discussion of a quid-pro-quo involving Congress' approval of the MX MISSILE. COHEN says that the MX is a "stabilizing" weapon, discusses the theory that build-down will promote stability. COHEN says REPUBLICANS were eager not to appear too zealous about ARMS RACE. Could be indicative of improving relations between Capitol Hill and REAGAN on FOREIGN POLICY. 20.20.30-DUKE-intro commentary. Commentary by Charles McDowell of the historic insignificance of the Vice-Presidency giving way to more serious and competent Vice-Presidents in recent years. The office now taking a symbolic importance as DEMOCRATIC PRESIDENTIAL CANDIDATES are dangling the post to WOMEN and MINORITY candidates. Notes that it is the Democratic Party leadership's fault for not fostering the rise of Congresswomen to high leadership that there are no publicly prominent women candidates. In fact, REPUBLICANS have a statistical lead in number of women in high government posts. 20.22.30-DUKE-signs off. A man asks about SOCIAL SERVICES programs and EDUCATION priorities versus DEFENSE SPENDING. MIKULSKI advocates PUBLIC spending to stimulate private jobs, says she believes in strong DEFENSE as a POLISH-AMERICAN. 20.03.33-MIKULSKI says she does support REAGAN in drive to cut "waste and fraud", a man tells of his experience, says that private hospitals are responsible for most MEDICARE CHEATING, not recipients. A man asks about LEBANON. MIKULSKI advocates her position. Another man with a walker complains about rising ELECTRIC RATES, MIKULSKI offers to pull some strings for the man. Shot of a voter marveling at the extent of the problems. C/S MIKULSKI says the meetings are "true democracy". REAGAN speaking to crowd of Mississippi Republicans, says he "prays" that the REPUBLICANS will get the majority in the House. WERTHEIMER v.o.-LOTT is a success story for CONSERVATIVE REPUBLICANS who want to get the party established in the South. M/S LOTT on Capitol terrace with group of Mississippian visitors, says he prefers being home in Mississippi. C/S LOTT in office, says that being Southerner helped him in Party because REPUBLICANS wanted to get a toehold in the South and LOTT could work with CONSERVATIVE DEMOCRATS. 20.08.51-B/W Still of LOTT, REAGAN, and ROBERT MICHEL (House Minority Leader). LONG, says that the RIGHT-WINGERS are taking over the REPUBLICAN PARTY in House, calls it Party Suicide. C/S MICHEL, says LOTT has a chance to be the Republican leader. LOTT v.o.-says he'll wait and see, hopes to have the chance to be party leader. 20.15.38-WERTHEIMER-LOTT a certain candidate for MINORITY LEADER, but will have competition from MODERATE REPUBLICANS. Discussion of RIGHTWARD and SOUTHERN shift in REPUBLICAN PARTY, notes that LOTT has had to moderate his positions to be a leader, drawing ire of ULTRACONSERVATIVE REPUBLICAN "Raucous Caucus". A big battle shaping up to replace HOWARD BAKER as SENATE MAJORITY LEADER, mostly MODERATE REPUBLICANS in the running.
