06.03 Steve Gunderson (R - Wisconsin) (We ve just been one of the leaders in opposition to what the Reagan administration has tried to do in terms of those cuts. When you look at those things, I don t think they can say Steve reflects Reagan s opinion on issues that hurt our district. Because we don t

06.12 Paul Offner (D - Wisconsin Candidate) I think that Steve is an example of many, many Republicans who voted with Ronald Reagan in 1981, because it was the popular thing to do, or maybe they believed him. And then as the winds started to shift, they ve started to be critical of Reagan, they ve started to distance themselves from Reagan.

06.41 Dairy farmer, Edgar Ranney, The thing that many farmers who will still vote for Steve Gunderson see in Steve, is that he went to Congress and as a freshman Congressman, bit the bullet for us back home. He didn t go along with Reagan s plans entirely. He didn t back Reagan on a number of other programs because they were not in the best interest of the people back home. And you know, at least the farming community, has a great deal of admiration and respect for a man that will say this may not be the healthiest thing for me, but it is the healthiest thing for the majority of the people, so this is why I m doing it. And I think that if this race can be saved for Steve Gunderson, this is what s going to do it.

08.35 Steve Gunderson (R - Wisconsin) I guess we started with my mother s chocolate chip recipe, or my Grandmother s, whatever it was, and it s sort of become a tradition. You go to a parade and you will find that everybody else, their brochures or their card is in the gutter when the parade is all done and people have gone home. You ll never find our. People keep it.

08.50 Paul Offner (D - Wisconsin Candidate) meeting with two dairy farmers. Paul Offner, The point I guess I m trying to make is that this flow of international currencies into the United States, trying to buy up dollars as a result of the interest rate so high here, has now resulted in the dollar being very seriously over-valued. (edit) It s so hard to explain to people that the Reagan budget directly lead, is directly leading to a cut in the price of milk.

10.07 Paul Offner (D - Wisconsin Candidate) That s terribly important in these small communities to become identified as somebody who cares about local problems, who will listen to people. That s really why people vote for one candidate over another.

11.36 Steve Gunderson (R - Wisconsin) I think any member of Congress has to indicate to his people, that he s putting the interests and concerns of his district at least on an equal importance with his support for the administration or the President, if not a higher importance than that. Because by the very definition of our Constitution, a member of the Congress is to be a parochial representative of the people in the district he represents.

11.59 Paul Offner (D - Wisconsin Candidate), I think it s a referendum on Reaganomics in the sense that this is a marginal district with a lot of people who are directly affected by Reagan s policies. It remains true though, that these local elections in the 3rd district are in fact, decided typically by all sorts of other things. As you said the candidates, involved, local issues, local trends, local questions. So, I think it ll be interpreted as part of a national referendum. It probably should only partly be interpreted that way.

Use catalog # 459769 for complete speech. Clip of President Ronald Reagan - Address to the Nation on the Economy October 13, 1982. Tonight, in homes across this country, unemployment is the problem uppermost on many people's minds. Getting Americans back to work is an urgent priority for all of us and especially for this administration. But remember, you can't solve unemployment without solving the things that caused it, the out-of-control government spending, the skyrocketing inflation and interest rates that led to unemployment in the first place. Unless you get at the root causes of the problem, which is exactly what our economic program is doing. you may be able to temporarily relieve the symptoms, but you'll never cure the disease. You may even make it worse.
