And then as the winds started to shift, they ve started to be critical of Reagan, they ve started to distance themselves from Reagan.

06.41 Dairy farmer, Edgar Ranney, The thing that many farmers who will still vote for Steve Gunderson see in Steve, is that he went to Congress and as a freshman Congressman, bit the bullet for us back home. He didn t go along with Reagan s plans entirely. He didn t back Reagan on a number of other programs because they were not in the best interest of the people back home. And you know, at least the farming community, has a great deal of admiration and respect for a man that will say this may not be the healthiest thing for me, but it is the healthiest thing for the majority of the people, so this is why I m doing it. And I think that if this race can be saved for Steve Gunderson, this is what s going to do it.

11.36 Steve Gunderson (R - Wisconsin) I think any member of Congress has to indicate to his people, that he s putting the interests and concerns of his district at least on an equal importance with his support for the administration or the President, if not a higher importance than that. Because by the very definition of our Constitution, a member of the Congress is to be a parochial representative of the people in the district he represents.

11.59 Paul Offner (D - Wisconsin Candidate), I think it s a referendum on Reaganomics in the sense that this is a marginal district with a lot of people who are directly affected by Reagan s policies. It remains true though, that these local elections in the 3rd district are in fact, decided typically by all sorts of other things. As you said the candidates, involved, local issues, local trends, local questions. So, I think it ll be interpreted as part of a national referendum. It probably should only partly be interpreted that way.
