Representative Silvio Conte (R - Massachusetts) First of all, you ll agree with me that we appropriated a billion 8 last year. And by your own statement in the well of the House, 29 million dollars was returned by some Southern states last year. Representative Bob Livingston (R - Louisiana), 29 million dollars was returned to the Federal Government. Representative Silvio Conte (R - Massachusetts), - to the Federal Government, which was reallocated to some of the other states. Under the Gentleman from Louisiana s own admission, this is a colder winter than last winter. Fuel has gone up by 12.7%. Natural gas has gone up by 20% over last year. And the price of oil has increased 15.7% over the last year. Now you tell me what magician can come out with a figure less than a billion 8? That s all we re saying. And actually it should be 2.2 billion dollars.

Representative George Danielson (D - California) acting as Speaker of the House. Representative David Bonior (D - Michigan), Mr. Speaker and members, it s time to that this administration spent less time with the blue blood and more time with the blue collar . Less time with black tie and more time with black unemployment . And less time talking with people in receptions and more time talking with people in unemployment lines.
Representative Bob Walker (R - Pennsylvania), argues that Reagonomics is trying to correct the problems of the Carter economy. This recession started back in 1978 and we have been on a steady downward path ever since that with only a couple of times when the economy has moved up just a little bit. And so what this administration is trying to do is correct some major economic problems that it inherited. And the kinds of political speeches that indicate that somehow our economic problems are a result to policies that really only went into effect a few weeks ago, is just sheer political speech-making, it has no basis in fact. And I thank the gentleman. Representative David Bonior (D - Michigan), If the gentleman believes that this recession started in 1978, I have a used car I d like to sell him.

Representative Charles Dougherty (R - Pennsylvania), But let s put politics aside ladies and gentlemen, and let s deal with the issue. If the Democrats have a good plan to deal with the problems of unemployment in this country, or high inflation, or high interest rates, bring it to the Floor. This is one Republican that is prepared to vote for something that will settle unemployment. But I sat here for 3 hours this afternoon, and I m sick and tired of hearing everybody play the unemployment problem for politics instead of playing it for resolution.

Representative James Broyhill (R - North Carolina), It is a bipartisan piece of legislation. It is designed to make some mid-course corrections or adjustments in the nation s air quality laws to permit the statutory objectives to be achieved more efficiently.
House Energy and Commerce Committee led by Representative Henry Waxman (D - California).
Representative Richard Shelby (D - Alabama), Although it s a little belated in getting started, six months or more, maybe a year, we are on the road now and I believe this is a good year. And the fact that it s an election year shouldn t bother any one of us. That shouldn t be a threat to anybody.
Representative Toby Moffett (D - Connecticut), says that the Public wants to protect the CLEAN AIR ACT. My friend from Illinois says we move ahead now with serious consideration of 5252 of all things we ve heard this year. Hardly, I would say - hardly. I m just really pleased that we are doing this in an election year. And I think the public will keep a watchful eye, a watchful eye on the proceedings.
Representative Henry Waxman (D - California) chairing subcommittee. Senator Gary Hart (D - Colorado) sitting to testify. People listening to the meeting. Hart testifying, I don t believe that bill is going to pass the Senate. I think there will be - I can almost assure you there will be what we over there call protracted debate. And given the other problems that Congress faces, and our country faces, I can tell you I don t think Majority Leader Baker or others in control of the body are going to want that as time moves on, as we get closer to this election.
General views of House Energy and Commerce Committee Subcommittee meeting on Clean Air. Representative John Dingell (D - Michigan) listening. Representative James Broyhill (R - North Carolina). Senator Gary Hart (D - Colorado) at table to testify.
Representative James Broyhill (R - North Carolina), Colorado has had tremendous growth over the last decade or so. It is my understanding that the number of automobiles which is indicative of the number of people moving in there, has gone up substantially. It seems to me, if you have a land use problem in your state, you ought to address that in your state and not be asking us to impose certain restrictions that may apply in your particular area, but then will have application nationwide.
General views of House Energy and Commerce Committee Subcommittee meeting on Clean Air.
Representative Barbara Mikulski (D - Maryland), Would you consider some type of criteria that for delay - not necessarily rollback, but delay - that would take economic hardship into consideration? Senator Gary Hart (D - Colorado), Keep in mind, that if we ever present the working people of this country with a choice that they can have their jobs, but give their children and their grandparents respiratory diseases, I think we re in hell of a shape as a nation. I don t think we re there yet, even in hard-pressed pockets of this country. I just don t think the United States of America has to tell people to get their jobs back; they re going to have to pollute their children s lungs. I don t accept it.
