Bob Packwood (R - Oregon) If we lose this one, the Federal Government takes away from women the right to decide whether or not they want an abortion. That is going to be a decade downhill for women s rights. We have fought and struggled and scrapped, and we ve made progress, even though we ve lost temporarily the ERA. We ll get it again. But if we lose on this one, we are going to be on the defensive all during the 80s. And gains we have made will go backwards.

And it s the 10 that you re striving to get and you pretty much know who the 10 are. It s going to be a tough fight, and it s going to be close. I m going at it to win. I feel as strongly on that as any issue I ve ever felt on since I came to the Senate. I think I can win. I think I can, but it s a tight one.

Jesse Helms (R - North Carolina ) in office press conference says the vote was so close, the closest vote ever on abortion, he's impressed. Just look at the 47-46 vote. It s the highest vote that we ve had for the toughest piece of abortion legislation ever to come before the United States Senate. I say again, that I would have liked to win. But I didn t expect to do as well as we did.

We have to pass the debt ceiling, we ve got appropriation bills and defense bills. And we ve got a Social Security problem. And we ve got 10% unemployment. And I think most of the members said, let s see. Let s take a test vote, let s see where we are. If we haven t got the votes to pass this, let s strip all the amendments off. My hope is that s what Senator Baker will do, pass the debt ceiling and that will be the end of it.
