Senator Charles Mathias ( R - Maryland ) asks for clarification. I noticed in your statement today, that you say the President has now articulated a reasonable basis for a compromise among the parties. And I think it might be useful for us on this committee, and perhaps for people beyond this committee, to understand clearly exactly what you mean. George Shultz, Secretary of State says that the U.S. is going to be a party to the negotiations, which will determine the final outcome. We are a full partner in this process, so what the negotiating process will bring out, of course depends on what happens there. We re not saying what we think has got to be the answer. Now, the President, on the other hand, has not set out a plan in detail at all. He has set out what you might think of as certain boundaries on how we think this might come out. He set out the boundary of no independent Palestinian state. He set out the boundary of the necessity for strong attention, as you pointed out, to the security need of Israel. He set out the boundary of not excepting the idea that all of this territory would be sovereign Israeli territory.

And can we, as I discussed with the outgoing President and I am delighted that he is going to devote himself to the private sector and rebuilding the private sector in Beirut, is there a role the private sector can play in coming back to a stable country once again and making Beirut a center of commerce as it has been in the past. George Shultz, Secretary of State, It seems to me the most important single thing that can be done for the reconstruction of Lebanon is to get conditions of political stability established there, so that private entrepreneurs feel that it is a place where they can make investments and build homes, build facilities of one kind or another. So that Lebanon s commercial and financial and cultural strengths can come forward.
