LARRY CRAIG (R-OH) in debate, says House should vote before the election so voters know where each congressman stands. 01.02.57-ROBERTS-HOUSE REPUBLICANS surprised DEMOCRATS by calling for a pre-election vote. HOUSE also debated a plan by REAGAN to SANCTION companies selling equipment to the SOVIET OIL PIPELINE. 01.03.34-Rep. ROBERT MICHEL in well of House, says he's against the measure because it will hurt industry in his district. ROBERTS v.o.-this left TIP O'NEILL to take REAGAN'S side on SANCTIONS. O'NEILL speaking in debate, says that GEORGE SHULTZ told him that there were pending negotiations on the PIPELINE, and didn't want a vote just yet. JACK KEMP in debate, cheerleading for REAGAN, says that it is a FOREIGN POLICY ISSUE. Rep. ROBERT WALKER in debate, cites "respected" journalist William Safire, says that the SOVIETS are using SLAVE LABOR to build the pipeline, there is a "moral obligation" to resist. ROBERTS v.o.-in an election year, no one wants to vote for "slave labor". 01.06.08-Rep. BILL BROOMFIELD (R-MI) argues for sanctions now that can be lifted if REAGAN can "certify" that there is no "slave labor" on the pipeline. 01.06.45-DUKE/ROBERTS-of course REAGAN could never possibly prove that there was no slave labor, but at least BOB MICHEL can go back to Peoria and say that he tried to protect jobs in the district. Discussion of the pre-election attention to the BALANCED BUDGET AMENDMENT. REPUBLICANS want to vote on the amendment because UNEMPLOYMENT figures to be released next week are estimated at over 10%. ROBERTS intro report on the effort to reform the CLEAN AIR ACT, a task that is tougher than REAGAN'S DEREGULATORY HORDES expected.
