MARY ROSE OAKAR (D-OH) debating, seeks confirmation that an Ohio bridge is still on the priority list. C/S Rep. BO GINN (D-GA) asks that the Savannah River Bridge be considered, Rep. JACK BRINKLEY (D-GA) asks for another Georgia bridge to be considered. Rep. CALDWELL BUTLER (R-VA) asks assurance that his local bridge will be repaired. 01.04.03-C/S Rep. DOUG APPLEGATE (D-OH) introducing amendment to require AMERICAN MADE MATERIALS to be used in the repair projects. Rep. JAMES OBERSTAR (D-MN) says that a BRIDGE PROJECT in Minnesota will be buying $7 million of Japanese Steel, wants Lake Superior iron ore to be bought for all new projects. C/S Rep. BARBARA MIKULSKI (D-MD), says UNEMPLOYED STEEL WORKERS are getting screwed, the amendment should pass. C/S Rep. BILL FRENZEL (R-MN) says the "Buy American" amendment is going too far. Rep. OBERSTAR (D-MN) responding that Americans need jobs in STEEL INDUSTRY. V.O.-Amendment passed. 01.07.08-Rep. DAN ROSTENKOWSKI (D-IL) arguing that the GAS TAXES haven't increased since 1959, the increase is reasonable. Rep. BARBER CONABLE (R-NY) arguing that the GAS TAX is basically a WORK TAX since most driving is to and from work. V.O.-in spite of concerns, majority in favor of the bill. C/S Rep. KEN HOLLAND (D-SC) reading letter from constituent opposed to new tax, "the only pleasures a poor man has left are to smoke a cigarette, drink a beer, and ride in his pickup truck...I'm afraid to say I like women, you all might find a way to tax that too". 01.08.35-WERTHEIMER-the House passed the GAS TAX by 120 vote margin. Discussion of Bill's prospects in Senate. Filibuster threatened by conservatives, but pressure will probably result in passing the bill-jobs and highway repairs going to every state are tempting to Senators too.
