COKIE ROBERTS-Congress has to vote a CONTINUING RESOLUTION to fund the appropriations until each one can be voted. DEMOCRATS included a $5.4 BILLION PUBLIC WORKS JOB PROGRAM, REAGAN said it was unacceptable. 20.02.18-CONTE quoting REAGAN'S remarks about JOBS BILL, which he says he won't sign. CONTE says CONGRESS better drop the bill if it wants to get home for the holidays. Rep. JIM WRIGHT (D-TX) responds condemns REAGAN for making threats when Congress wants to make JOBS. ROBERTS v.o.-DEMOCRATS pleased to have REAGAN threatening a veto of the jobs, shelter, food program in the week before Christmas. Rep. LARRY COUGHLIN (R-PA) arguing that there is plenty of PORK left to cut from the budget. Rep. CONTE in debate with large map on easel showing a DAM PROJECT, CONTE rails about all the PORK in the project. 20.04.12--ROBERTS v.o.-CONGRESS was tentative in debating giving itself a PAY RAISE. Rep. TOM COLEMAN (R-MO) arguing that the LOS ANGELES COMMISSIONER OF SANITATION makes more than a Congressman. Rep. DAVID OBEY (D-WI) says it's only right that Congress get a raise. Rep. SAM HALL (D-TX) says the proposed raise is too high to justify to out-of-work constituents. Rep. ABE KAZEN (D-TX) agrees. ROBERTS v.o.-LAME DUCK CONGRESSMEN came out for the PAY RAISE since they didn't have to court voters. Rep. RICHARD BOLLING (D-MO) asks for Courage. Rep. JOHN ROUSSELOT (R-CA) says that Congressmen should ask their wives whether a raise is in order-the answer will be "yes". Retiring Rep. PAUL McCLOSKEY (R-CA) says that if anybody who votes for the PAY RAISE has trouble in the next election, he'll come to the district and campaign for that member. M/S TIP O'NEILL banging gavel. 20.06.51-CONTE arguing again for removing the JOBS BILL from the APPROPRIATIONS PACKAGE. Says the bill is just PORK and guaranteed to be vetoed. Rep. JAMIE WHITTEN (D-MS) says that Congress has to stand up to REAGAN and not let a second Depression take place. 20.07.55-DUKE/ROBERTS-discussion of the progress of CONTINUING RESOLUTION in Senate with JOBS BILL. REAGAN likely to veto anything with a JOBS BILL, SENATE voting for MX MISSILE money to try to appease REAGAN. Lots of POSTURING and GRANDSTANDING in this lame duck session. DUKE intro report on LOBBYING by AMERICAN MEDICAL ASSOCIATION and AMERICAN DENTAL ASSOCIATION to curb power of FEDERAL TRADE COMMISSION.
