Jan 3, 1983. Representative Tip O'Neill (D Massachusetts) at Speaker's podium in House, The Speaker has few prerogatives. He has the power of scheduling. He has the power of recognition. He has the power of naming members to special select committees. He has the right to put the numbers on the resolutions. H.R. 1 this year will be ERA, the Equal Rights Amendment.

Senator Bob Packwood (R Oregon) Tip O Neill has made it (ERA) a priority in the House. It will pass the House. It will come here and if it is defeated, it will be defeated in a Republican Senate. And I would think that a good many of my Republican colleagues would not want to carry that burden in the 1984 election.

And ushered into the Oval Office whereupon the President asked me to accept his nomination for Secretary of Health and Human Services.

Ronald Reagan Our commitment to fairness means that we must assure legal and economic equity for women, and eliminate, once and for all, all traces of unjust discrimination against women from the United States Code. We will not tolerate wage discrimination based on sex, and we intend to strengthen enforcement of child support laws to ensure that single parents, most of whom are women, do not suffer unfair financial hardship. We will also take action to remedy inequities in pensions.

Representative Olympia Snowe (R Maine) in office, He probably felt all along that women counted, but it wasn t reflected in the policies that the administration was pushing. And I think too there is a growing concern among the women population in this country that there was an insensitivity on the part of Republicans, whether it as in the administration or here in Congress, that we didn t understand the aspirations of women and also the changing role of women in today s society.

Olympia did not serve in the Whip organization in the 97th Congress but she worked very effectively with us She was selected because of her ability as a legislator, and because she represents points of view in a region of the country that I think most be heard in the Republican leadership. But I m glad she s here. And maybe it does say something to all those that are willing to listen, that we are making an effort to include women in our effort

Representative Olympia Snowe (R Maine) view of women in today s society and that we have to reflect that change in the legislation that comes before the Congress. Every time a bill comes up, we have to look at it, see how it effects women and so often legislation uniquely effects women and obviously not to the positive.

Representative Patricia Schroeder (D Colorado), There s a new attitude and they think women count but you have to stay on them all the time to keep reminding them because it s so easy to slide back to the old ways. This really is a man s city. And it s just so easy to fall back into the way things were. They re aware of it but they have to keep being reminded.

Congressional Committee hearing. Congressman, Do you have an estimate to how many women will be among the 170,000 people employed as a result of this legislation? Drew Lewis, Transportation Secretary I would say - first of all I want to make it very clear. We re not promoting this as a jobs bill. There are jobs that are fallout of this, that it will be fundamentally in construction where the unemployment rate exceeds 23%. And I would assume, coming out of the construction industry, that it would be predominately men.

On today and on Thursday of this week, the Subcommittee on Commerce, Transportation and Tourism will conduct hearings on HR100, The Nondiscrimination in Insurance Act. Timothy Ryan, Solicitor US Department of Labor This administration is extremely concerned about equity in pension plans because this issue affects the standard of living of millions of men and women in their retirement years. However, this is an extremely complex matter which does not lend itself to easy answers or approaches. Representative James Florio (D New Jersey) you re not prepared to take a position then on behalf of the administration with regard to HR100 which is the subject of these hearings today. Timothy Ryan, Solicitor US Department of Labor That s correct, Mr. Chairman. Representative Barbara Mikulski (D Maryland) so we re caught both ways. That because we live longer we get less benefits in pensions but we don t get lower rates or better coverage in disability and health. That s the fundamental issue that we re trying to get at. That no matter what we do, we get screwed. George Bernstein, Attorney, There s nothing sexist, there s nothing deceptive, there s nothing unfair about smaller periodic payments to women. If they were to receive equal periodic payments on accumulations of equal value their annuity would be exhausted before they died. And they would live their final years with no annuity income at all. Contrary to the sob stories we heard this morning about $35 less a month to live on, they d have nothing to live on in their final years

Representative Barbara Mikulski (D Maryland) What we re saying is insurance rates should be gender neutral. You should look at why there is risk. Let s take automobile accidents. They say teenage boys have more accidents than teenage girls. Is that hormonal? No, I don t think that has something to do with estrogen or testosterone that makes you have more accidents. It deals with lifestyle.
