15.07.31-SHULTZ says it's dangerous to get into a position of signing any ARMS CONTROL agreement that comes along. C/S Sen. ALAN CRANSTON (D-CA) asks SHULTZ to admit mistakes by the U.S. that have led to increased tension between SUPERPOWERS. SHULTZ says [in all seriousness] that the U.S. has done nothing to add to tensions, denies that U.S. missiles in EUROPE are a contributing factor. Sen. PAUL TSONGAS (D-MA) says that at current trend, REAGAN will be first president since 1950's not to meet with SOVIET leaders or negotiate a treaty. SHULTZ says if that happens, so be it. 15.09.50-M/S witnesses at table, C/S THOMAS WATSON, former ambassador to U.S.S.R., says REAGAN ADMINISTRATION is not trying hard enough to lower tensions. AVERILL HARRIMAN says this is ludicrous, it's dangerous to make the SOVIETS think the U.S. doesn't care about ARMS CONTROL. C/S Sen.
