DUKE-series of news briefs. REPUBLICANS advocating a SUMMIT MEETING between REAGAN and Soviet leaders. C/S of Sens. HOWARD BAKER and CHARLES PERCY surrounded by reporters, BAKER says that if the Soviets won't get into ARMS CONTROL TALKS, why not have a general SUMMIT MEETING? DUKE-REAGAN less than enthusiastic about SUMMIT. Sen. THOMAS EAGLETON (D-MO) has announced that he will leave Congress. C/S EAGLETON, says the fat cats and PAC'S have too much influence, it's disgraceful and dangerous to Democracy. EAGLETON says he's a LIBERAL like FDR and TRUMAN, although "liberal" is a word in ill repute these days.

DUKE-Rep. SILVIO CONTE (R-MA) encountered controversy when he praised the NBA CHAMPION BOSTON CELTICS on the House floor. C/S CONTE in well of House, C/S Rep. DAN LUNGREN (D-CA) asking if CONTE might provide a federal grant for air conditioning for BOSTON GARDEN. CONTE replies that the CELTICS don't need no stinkin' air conditioning, maybe if the House hadn't ever gotten Air Conditioning the session would have wrapped up for the summer already.

Shot of a grill with an outdoor cafT, DUKE remarks it's designed to appeal to "yuppies". A waiter says that term could describe the clientele. Shots of diners. Shot of exterior awning of the MONOCLE RESTAURANT, shots of political photos on wall inside. C/S MONOCLE manager, says there is a loyal clientele at the restaurant. Shots of other restaurants. C/S a LOBBYIST griping that the crowds in Capitol Hill restaurants make it tough to do lobbying work over lunch. DUKE-not surprisingly, a group of LOBBYISTS set up their own club to "get some real work done". C/S a lobbyist describing the "gentleman's agreement" among lobbyists at the club not to spill the beans to the press.

Shot of TIP O'NEILL attacking REPUBLICANS for making speeches in the empty chamber to use in CAMPAIGN ADS [passed off as actual speeches in real debates] when their opponents can't defend themselves. REPUBLICANS countered that O'NEILL likes to bend the rules of the House. C/S Rep. BOB WALKER (R-PA), says that O'NEILL is using the office of the Speaker improperly. McDOWELL notes that name-calling and rule-bending is no new thing. Shows series of slides showing cartoons of violent debates in Congress, including the use of various weapons.
