COLOR: Strom Thurmond laughably saying the issue was of Federal vs. State power, denying that it was motivated by racial issues. Civil rights activist and critic of Thurmond, Joseph Rauh Jr, replies that "States Rights" was never used as an argument for any issue besides Civil Rights.
