Dull, shaky, blurry hazy in contrast and imagery France's provisional President Veto arrives at the Luxemburg Palace to attend the momentous meeting of the Rules Committee of the Peace Conference. Voting procedure is the chief problem and Russia's foreign minister Molotov strongly opposes a plan submitted to the commission by Britain and backed by Secretary Of State Byrnes. The proposal to allow conference members to make recommendations to the Big Four by a simple majority as well as by a 2/3 vote is presented by England's Prime Minister, Clement Attlee with heavy support from Australia's, Ebbed. The proposal wins! 15 to 6 despite the bitter resistance of Russia and her satellite. Later Molotov refused to abide by the committees decision. Once more the peace of the world hangs in the balance.
