Biden says that his comments are not meant to be funny. "If the allegations that have been made are true, that's about what happened. We went beyond the confines of the whole structure. We went off of the playing field to commit our sins. We crippled the other team before they could even get on to the playing field. Which is a great deal different than clipping or punching at the bottom of the pile." (These comments might be related to the Watergate scandal.)
