A Caucasian male reporter is standing on a city street with a microphone in his hand. The topic of discussion is manhole covers. Reporter states that the cost of the covers range from $74 to $56. Camera moves off reporter and focuses on a manhole cover in the street. Audio of the reporter states that in one year, 200 covers have gone missing. This type of theft is costing the city over $13,000 yearly. The thieves sell the covers to junk dealers. Shot of car rolling over the manhole cover. CU of a second cover. Camera pulls back to reveal reporter interveiwing a Caucasian man dressed in a suit & tie. Man never looks directly at the reporter, but stares blankly at the camera. Staring man claims that the pilferage of manhole covers is a serious ploblem. Not only is it costly, it is also dangerous.
