Congressman Lou Stokes tours the Hough neighborhood located on Cleveland's east side. Segment begins with a small group of men & women walking toward the camera. Stokes is in this group. The majority of the people are African-American, but there is one Caucasian woman in the rear of the pack. Rear view of the group walking toward a house that is under construction. Profile of group walking past houses. Group stops to look at one of the houses. It appears that the houses in this neighborhood are due for a major rehab. The spokesman of the group explains to Stokes how the building will be knocked down and replaced with a structure that will be a two family unit. The families that move in will be able to buy the home rather than rent. The theory is that owning the home will encourage people to become active in their community.
