Wagy comments on the problems that President Richard Nixon is facing in the White House. He makes reference to Watergate and then moves on to other "headaches" from Capitol Hill. Wagy's commentary is as following: while the House was telling Nixon that they do not support the bombings in Cambodia, the Senate was telling him that he does not have the authority to impound federal funds appropriated by congress. The Senate passed a bill requiring the president to notify Congress within 10 days of ordering an impoundment. If Congress fails to approve the action within 60 days, it would be nullified. Wagy goes on: supporters of the measure claim that it is illegal for the president to kill or cripple programs by refusing to spend money on them. The president contends that he is only doing what other presidents have done.
