And Russia had seized five photographs made 1400 miles inside Soviet borders. The plane was brought down on May Day less than 2-weeks before the Summit Talks, and Mr. Khrushchev was quick to play on the incident for propaganda advantage. Out in the open came the most sensational intelligence operation yet revealed. America officially admits extensive flights over and around Russia by un-armed planes in the last 5-years. He defends intelligence gathering to prevent "another Pearl Harbor," blames Soviet Union for secrecy and concealment. He refers to his 1955 "open skies" proposal to allow surveillance over U.S. and U.S.S.R., to prevent possible surprise attacks. Eisenhower, "No one wants another Pearl Harbor. This means that we must have knowledge of military forces & preparations around the world, especially those capable of massive surprise attack. Secrecy in the Soviet Union makes this essential. In most of the world no large scale attack could be prepared in secret. But in the Soviet Union there is a fetish of secrecy & concealment. This is a major cause of international tension & uneasiness today. Our deterrent must never be placed in jeopardy. The safety of the whole free world demands this. We prefer and work for a different kind of world & a different way of obtaining the information essential to confidence & effective deterrence. Open societies in the day of present weapons are the only answer. This was the reason for my open skies proposal in 1955 which I was ready instantly to put into effect to permit aerial observation over the U.S. and Soviet Union to ensure that no surprise attack was being prepared against anyone. I will bring up the Open Skies proposal again in Paris since it is a means of ending concealment and suspicion."
Forty thousand 18-year old draftees gather out side Mexico Cities Great National Cathedral to take the Oath of Allegiance. Across the nation 200,000 youths are inducted simultaneously. This is the anniversary of the Battle of Puebla in 1862 where Mexican forces defeated a French invasion army supporting a puppet emperor Maximillion. These inductees will serve for a full year. Making up fully half of Mexico's civilian armies. An occasion long familiar to American youths and their families becomes part of the national experience of our neighbors south of the Rio Grande. (U2 Affair) On display in Moscow the wreckage of the pilot Francis Power's U-2 Reconnaissance Plane for Moscow'vites and newsmen to see. Soviet launches its most anti belligerent anti-American propaganda barrage in recent years. The spy plane incident on the eve of the Summit was seized upon by the Kremlin and blown up to proportions that startled and shocked the outside world. Khrushchev himself at the Moscow press conference used a ferrous tarry. Charging America of using deliberate aggression and threatening to attack any allied bases from which U-2 jets flew over Russia. Hopes for the Summit Talks even then grew faint. Its clear at the time, that Mr K was laying ground work for a clash in which the actual issue, would be his demands on West Berlin. Moscow, Russia. But the Summit talks seem on the verge of collapse. In a few brief hours Khrushchev had brought Soviet - American relations to their lowest point, since Stalin at his worse.
